WORLD ASSOCIATION OF PRESS COUNCILS THE 10th WORLD CONFERENCE AND
GENERAL ASSEMBLY,
8-9 JUNE 2006, ISTANBUL
The delegates of the Tenth General Assembly of the World Association of Press
Councils, hosted by the Press Council of Turkey on 9 June 2006, recorded their
appreciation to the Press Council of Turkey, its Chairman, Mr. Oktay Ekşi, its
Board Member Dr.Tamer Atabarut and Secretary General Gökalp Yazir and staff
member, Nur Derinoğlu for their hard work and hospitality which led to a
successful meeting.
Further:
In recognition of the struggles of all people for democratic goals and basic
human rights, including the right to receive and impart information freely via
media of their choice, and
Recalling that these rights have been promulgated in various international
instruments to ensure freedom of expression, thought, and information;
Urges all nations and those concerned to recognize, respect and guarantee the
following:
The right of individuals, organizations, and the media, to freedom of expression
and the right of information;
The right of the public to government transparency and accountability;
The right of the media profession to self regulation through independent and
preferably voluntarily established media councils;
The right of a free media to protection through operation of constitutional and
other laws protecting the non-disclosure of sources of information;
The right of journalists everywhere to freely practice their profession and to
be safe from harm;
That a free media must exercise its powers and duties in a responsible manner,
and must be accountable to the public, but not to any other source of power,
including government;
That it is the right of all people to benefit from the highest forms of
information technology, and that all states must act so as to promote and
protect the free flow of information by these means;
That the media the world over should be diligent in its duty to speak for women,
children, the poor, the oppressed, the dispossessed, and minorities;
That voluntary and independent press and media councils are an important element
of civil society and are necessary to protect the media and the public from
manipulation and misinformation.
Along the hosting country Turkey, India, Honolulu (Hawaii-USA), Kenya, Tanzanya,
Uganda, Zambiya, Adzerbaijan, Turkish Republic of Northern Cyprus (TRNC), and
Bangladesh were represented at the 10th General Assembly of the World
Association of Press Councils (WAPC),
