At a roundtable convened by the WAPC and the Turkish Press Council, and
hosted by the Turkish Press Council in Istanbul on 15 to 18 March 1996 on the
subject "Transnational Complaints Facility", delegates
Noting that the WAPC had established a Working Party to investigate and to
report on ways to process complaints about the conduct of the transnational
media.
Considered whether there was a need on the part of the public to establish such
an arbitral facility.
Considered whether there was a need on the part of the transnational media to
offer such a facility to the public as an alternative to methods imposed by
government.
Considered whether it was feasible to recommend a minimum international code of
professional conduct.
And noted alternatives to a transnational complaints facility, including the
reference of complaints between press councils.
Noting the work of the WAPC, in association with Tampere University-in comparing
media codes.
And discussing other related issues.
The delegates recommended:
- The Working Party investigate how the transnational media deals with
complaints,
- The WAPC publish the results of its research comparing media codes,
- The Working Party examine the proposals raised during the Roundtable,
including that-of establishing a transnational complaints facility.
- The Working Party consider recommending to its members that complaints
be referred to other press councils when appropriate;
- The Working Party consult widely on the issue of the responsibility of
the transnational media;
And the delegates recorded their warmest appreciation to Mr.Oktay Eksi and to
the Turkish Press
Council for their initiative in convening and hosting the Roundtable and to His
Excellency Mr.
Suleyman Demirel, President of the Republic of Turkey for his address.
